A resolution of the Housing Authority of the County of Boulder, Colorado (“BCHA”) ratifying the formation of Willoughby Corner Property Owners’ Association, authorizing documents related to Willoughby Corner Property Owners’ Association (WCPOA), and delegating authority to the Executive Director to take actions on behalf of BCHA regarding Willoughby Corner Property Owners’ Association.

A resolution for the purpose of setting a separate payment standard for 2023 and 2024 payments for the Veterans Affairs Supportive Housing Program (VASH). 

We are seeking approval to submit a grant application to FAC Net for a new Wildfire Partners program: Youth Helping Vulnerable Individuals and Communities. Grant applications are due November 10, 2023. Awards will be made in December 2023. The grant project period runs from December 2023 to May 2025. If funding is received, mitigation work by youth corps crews will run from June – November 2024.

Resolution 2023-085, conditionally approving Boulder County Community Planning & Permitting Docket LU-23-0021: Lawrence Short-Term Rental.

This Contract supports general operating expenses to provide accessible and prevention-focused medical, behavioral health, and dental care for low-income residents of Boulder County.

The purpose of this contract is to provide The Tiny Tim Center, Inc. (dba TLC Learning Center) with funding via the American Rescue Plan Act (ARPA) to purchase property for the development of a Longmont Childcare Hub to expand affordable, high-quality childcare services to Boulder County Residents.  the project and funding source were approved by Boulder County Board of Commissioners on 8/16/22.

Robin Bohannan, Community Services Director, is requesting a 1.0 FTE grant-funded term Departmental Data Analyst (SD1) position for the Strategic Initiatives Division with a termination date of December 31, 2026. Community Services submitted and was awarded a grant from Community Solutions (funded through the MacArthur Foundation) to support homeless response staff capacity-building efforts. The grant submission request was originally approved by the Commissioners at the 8/1/23 BOCC meeting. The requested data position will be responsible for:

  • Ensuring ongoing data integrity of project partners
  • Managing the project’s data dashboard
  • Developing monthly and ad-hoc reports for various stakeholders and external groups
  • Conducting specialized analyses on racial equity and other demographic variables of interest
  • Working with programmers to examine interoperability with allied data systems
  • Ongoing collection of Built for Zero data  
  • Collection of data in relation to federal and state grant requirements

The position is being requested to address greatly expanded data analysis and reporting needs in the Homeless Solutions for Boulder County Project. Bridgette McCarthy, Grant Supervisor with OFM, has verified the grant funding. Human Resources has approved the classification. Commissioners' approval is needed.

RFP NO. 7436-23; Phase I: Saint Vrain Forest Health Partnership Project Contract Amendment No. 1 with Markit! Forestry Management LLC for a not to exceed additional amount of $250,000.

Boulder County Department of Housing and Human Services (BCDHHS) and Contractor seek to ensure a broad range of community-based, participant-driven, and culturally sensitive early intervention and prevention services are available in the geographic service area for Contractor in Boulder County, including East Boulder County, which includes Lafayette, Louisville, Superior, and Erie (in Boulder County). These values are characteristics of Family Resource Centers (FRCs), which target services across the Social Determinants of Health in partnership with participants to support their movement toward self-reliance. Planning, practice, and outcomes for FRCs are guided by the Strengthening Families framework and the Standards of Quality for Family Strengthening and Support.


Boulder County’s FRCs serve as key agencies in the County’s Family Resource Network (FRN) whose mission is to create a fully integrated system of service delivery, organized through a county-wide governance structure comprised of citizens, schools, community-based entities, and city/county government.


This Contract funds a broad range of front-end, early intervention and prevention services that support individuals and families. Services are provided following practices and principles of the Boulder County Integrated Services Delivery Model of Care (ISDMC) and include case management and service linkage, family engagement, assessment and referral, motivational interviewing, case plan development, and home visitation.

Carey Weinheimer, Boulder County Undersheriff, is requesting four new FTE, which includes a 1.0 FTE Sheriff's Deputy II (RC2) and three 1.0 Sheriff's Deputy I (RC1) for the Town of Nederland. These positions will help provide police services to the town.   Emily Beam, Budget Officer with OFM, has verified the contract funding. Human Resources has approved the classification. Commissioners' approval is needed.

This is a request from the Boulder County Sheriff's Office for recurring, unanticipated revenue. 


The Sheriff's Office provides law enforcement services to the Town of Nederland in exchange for compensation provided by the Town via a signed IGA. The Town of Nederland contract amount for 2023 is $908,548. The request is for $403,630 which includes a total of four full-time positions (salary plus benefits) and two vehicles in 2023. -Three patrol deputies $184,769, One patrol Sergeant $82,861, and Two patrol vehicles for $136,000. 


The total request for $403,630 is funded by Town revenue received.

The Community Services Department is requesting a one-time budget increase of $3,915,000 for outstanding award commitments to non-profits. 


The Department had a 2023 budget of $6,709,019 in fund 125, appropriation WC2, sufficient to cover 2023 awards. 


Throughout 2023, a number of prior year awards from 2021 and 2022 were distributed, totaling $1,375,000. These were debited against the 2023 budget, creating a budget block.


There is also a balance of yet undistributed awards from previous years totaling $1,540,000; additionally, a one-time request for $1,000,000 in funding was provided to Boulder County Housing Authority. 


The total for all of these payments necessitates a $3,915,000 amendment to ensure all obligations are budgeted in the current year.

Ratification of the Board of County Commissioners’ Authorization to apply for HUD Pathways to Removing Obstacles to Housing Grant Application 4 In September, the U.S. Department of Housing and Urban Development announced a new funding opportunity: Pathways to Removing Obstacles to Housing grant. The funding empowers communities that are actively taking steps to remove barriers to affordable housing and seeking to increase housing production and lower housing costs for families over the long term.

Authorization for the Board of County Commissioners to go into Executive Session for Legal Advice at 11 a.m. on Wednesday, November 8th with Ben Pearlman, County Attorney, pursuant to CRS 24-6-402(4)(b) Legal Advice.

The public hearing scheduled for Consumer Price Index (CPI) scheduled for Thursday, November 9th at 2:30 p.m. has been tabled to a date uncertain.

The Parks & Open Space Public Hearing on real estate matters scheduled for Tuesday, Nov. 14 at 11:30 a.m. has been canceled. 

The executive session topic noticed on October, 31st, 2023 was discussed as scheduled.

County Attorney’s Office: Public Hearing and Second Reading of Ordinance 2023-3, An Ordinance Regulating Traffic and Parking on Public Property in Unincorporated Boulder County and Other County-Owned Property; The purpose of this Ordinance is to provide comprehensive traffic control and parking regulations for property over which Boulder County has authority and jurisdiction. This Ordinance is intended to provide a system of traffic and parking regulations that are consistent with state law and generally conform to similar regulations through the state and nation. The ordinance adopts the 2020 Model Traffic Code and repeals and replaces Ordinance 2017-1.
