All Commissioners’ public hearings and meetings will be offered in a hybrid format where attendees can join through Zoom or in-person at the Boulder County Courthouse, 3rd Floor, 1325 Pearl Street, Boulder. The commissioners retain the right to switch all hearings and meetings to in-person only instead of hybrid if technical difficulties arise. To sign up for in-person public comment, please use the link in this agenda for each respective hearing. Seeking approval for Boulder County to apply as the lead applicant to the Colorado Community Clean Transportation Assistance Program (CCTAP) grant program and approval to commit $242,667 of Transportation Sales Tax Funds as local match for the application.

Co-Responder Programs (“Programs”) create and foster partnerships between behavioral health professionals and law enforcement, (which may include other first responders if necessary). Co-Responder Programs identify calls for police service where behavioral health (mental health and/or substance use) appear to be a relevant factor, and then provide effective responses to involve people in crisis and those with behavioral health needs. The law enforcement officer and the behavioral health specialist’s combined expertise aims to improve de-escalation of situations, deflect individuals away from involvement with the criminal justice system and/or unnecessary hospitalization, and link them to appropriate services. The purpose of this amendment is to renew the contract for State Fiscal Year 2026. This amendment updates Exhibit B and adds $397,000.00 in new funding for Fiscal Year 2026.

Community Services Department requests approval and signing of the Intergovernmental Agreement between Boulder County and City of Boulder. The Intergovernmental Agreement specifies terms related to the purchase of Arbor House located at 2043 Pearl Street from Tribe Recovery Homes, Inc. The Commissioners requested certain commitments from the City of Boulder as conditions for executing the purchase using Senate Bill-196 funds. The Intergovernmental Agreement terms have been approved and signed by the City of Boulder.

The request involves a grant application for the 2025-26 Connect for Health Colorado Contract Extension, categorized under consent. The proposal seeks $389,096 to continue providing navigation, enrollment, and health insurance literacy assistance to residents of Boulder County. This initiative requires matching funds, sourced from Medicaid reimbursements amounting to $81,737. The funding is a one-time allocation.

The Engineering Division of Public Works is requesting a waiver of formal procurement requirements for Photo Enforcement Services from American Traffic Systems.  County staff will be working with Verra Mobility to identify the appropriate services the county will
be purchasing. It’s anticipated that the annual cost for these services will be more than $300,000 per year. These costs will be subsidized by the revenue generated from traffic citations using these services. This effort is in support of the county’s Vision Zero Program, which is focused on transportation safety. Boulder County is a member of the Houston-Galveston Area Council (HGAC) cooperative purchasing program. American Traffic Systems, Inc. has a current contract for photo enforcement
services.

The evaluation committee recommends awarding SOQ-123-24, Building Performance & Electrification Assessments – Continuing Services, to the following vendors based on the evaluation criteria presented in the SOQ: 1) Iconergy LTD, 2) Group14 Engineering PBC, 3) Resource Innovations, Inc.

Public Works Resource Conservation Division would like to contract with CrowderGulf for Emergency Debris Hauling services for an amount not to exceed $250,000 per contract year for a 5 year total of $2,500,000.

Boulder County Public Works Building Services Division is requesting a waiver of the bid requirements for Furniture from Workplace Resource from Herman Miller, Knoll, and OM Brands.  The annual budget for loose furniture in county facilities will not exceed $2,000,000.00.

The purpose of this agenda item is for Boulder County Commissioners to consider ratifying the appointment of a trustee to the Boulder Public Library District Board of Trustees. Pursuant to Colorado Library Law and the Intergovernmental Agreement between the City, County, and Library District, the City Council appointed two of its members to the selection committee (Councilmembers Adams and Marquis) along with two members of the Board of County Commissioners (Commissioners Levy & Stolzmann). The committee also includes two ex-officio members from the Library District Board of Trustees (Trustees Duran and Wirba). The application collected demographic information that included address, age, race, and ethnicity as well as questions for an applicant to answer. The application process was coordinated by the Boulder Public Library District staff, supported by city and county staff.  Thirty-seven eligible applications were received. The Selection Committee held 15-minute virtual interviews with 4 candidates on April 17. After the interviews, the Selection Committee came together to nominate and recommend appointment to the empty seat on the board of trustees and selected Nadine Struzziero to the 5-year term. Trustees selected by the Selection Committee must be ratified by a two-thirds majority vote of City Council and a two-thirds majority vote of the Board of County Commissioners. The bodies must act on the Selection Committee’s recommendation within 60 days, or the selected trustees are automatically ratified. The City Council is considering the Selection Committee’s recommendations on May 1, 2025.

The grant application for the City of Longmont requests $150,000 to support the Boulder County Personal Finance Program (BCPFP). This funding will enable the program to aid Longmont residents in achieving financial resilience through financial coaching and housing counseling, focusing on City Rehabilitation and Down Payment Assistance Programs. The BCPFP also assists applicants in the City's True North project with mortgage qualification, debt-to-income ratios, credit, and sustainable homeownership. The grant is categorized as recurring funding and does not require matching funds.

Resolution 2025-020 seeks to designate specific seasonal county personnel to enforce the regulations governing the use of County Open Space. The resolution aims to empower employees to uphold the rules and regulations adopted by the county. This authority will remain in effect until December 31, 2025, or until such time as the named individuals are no longer employed as seasonal rangers with Parks & Open Space. The adoption of this resolution by the Board of County Commissioners ensures effective management and visitor compliance within public lands and recreation facilities.

Each year the Boulder County Jail receives an amendment to the Jail Based Behavioral Services Grant from the State of Colorado Office of Behavioral Health.  The funds from this grant help BCSO provide substance abuse and mental health treatment for inmates at the jail.  Each year BCSO receives approximately $1.2 million in grant funds.  We have been advised that BCSO will receive approximately $900,000 for the 2025-2026 term.  There is no match required.
