The meeting was called to order at approximately 1:31 p.m. by Chair Chris Whitney.

APPROVAL OF MINUTES/MISCELLANEOUS BUSINESS

Approval of meeting minutes from December 17, 2025

MOTION: George Gerstle MOVED that the Boulder County Planning Commission APPROVE the meeting minutes from December 17, 2025. SECOND: Mark Bloomfield VOTE: Motion PASSED {6:0, 1 Abstained} 

Gavin McMillan joined the meeting at approximately 1:41 p.m.

STAFF UPDATES

Heather Morgan, Community Planning & Permitting, provided an update on the outcomes of docket items that went before Planning Commission in 2025. She also stated that the Planning Commission annual dinner will be held this year on February 18, 2026.

5.1

Docket BVCP-25-0001: Boulder Valley Comprehensive Plan Major Update

Hannah Hippely, Long Range Planning Division Manager, presented an update on the Boulder Valley Comprehensive Plan community change requests made as part of the 2025 Boulder Valley Comprehensive Plan Major Update. Each change request was discussed and reviewed individually.

PUBLIC HEARING CLOSED

MOTION: Byron Kominek MOVED that the Boulder County Planning Commission APPROVE community change requests numbered 26, 27, and 34 for further consideration as part of the Boulder Valley Comprehensive Plan major update and direct staff to evaluate this request for potential incorporation into the next draft of the Boulder Valley Comprehensive Plan.

Docket BVCP-25-0001: Boulder Valley Comprehensive Plan Major Update [Continued from December 17, 2025 Planning Commission.]

This agenda item is continued from the December 17, 2026 Planning Commission meeting. 

Hannah Hippely, Long Range Planning Division Manager, presented an update on the Boulder Valley Comprehensive Plan, reviewed the project timeline and led a discussion regarding the 2025 Boulder Valley Comprehensive Plan Major Update. She was joined by Chris Ranglos and Kristofer Johnson with the City of Boulder. A discussion followed the presentation and Planning Commissioners asked questions and provided thoughts about the BVCP update.
