Q: Are there specific changes to the plan that you want to make?

Response: That is still being discussed.

Q: Are you planning to address agricultural housing in an update?

Response: The BVCP update might set some guidance around that issue, but regulatory changes or code updates would be required. I don't expect the Comp Plan update to be enough to address that issue.

Q: What is the timeline for POSAC feedback and public feedback for the plan? 

R: In 2025 there will be a variety of ways to engage. Adopting bodies may provide comments on the draft plan. We are very early in this process and it's in coordination with the City of Boulder. I don't have all the timeline details yet. 

Q: Is the Trails map planned to be updated in the County Comp Plan? It was last updated in 1999.

R: I don't know the answer to that. We have better maps online, but I don't know why the map in the comp plan hasn't been updated.

Q: What is the difference in the Boulder Valley Comprehensive Plan (BVCP) vs. Boulder County Comprehensive Plan (BCCP) and are they updated in a similar timeframe?

R: I consider the BVCP to be an Intergovernmental Agreement between the city and the county. It does have a set timeline of revisions. BCCP does not a set timeline for revisions. It's done element by element when the BOCC asks for an update or staff sees a need and there is staff available to work on it. The BCCP is a function of the Planning Commission and they approve it. The BCCP applies to the whole county, but different communities have different needs and goals. The BVCP is more of a subarea urban plan.

Q: What is the plan for next year? Will there be more teams and projects added?

Response: The pandemic shut down the program for a time and we're building back. In 2017 Youth Corps had 18 teams and nearly 170 corps members and additional support staff. We could bring on more teams next year. We would like to get to 15 teams, up from the current 12.

There was a request for a copy of the charts and graphs used in the presentation. 

Q: I'd like to see the trends and projections for sales tax over the years and a monthly snapshot.

Response: The county budget office does quarterly projections. The Boulder County budget book is available online. It includes all sales tax for county departments. We can put together a budget presentation for the POSAC retreat. 

Tony would like to extend the time of the Feb. 1 POSAC retreat to spend time on budget matters. POSAC members will be polled on extending the retreat until 4 p.m.

  • Fairgrounds rules have changed to allow CBD products to be sold.
  • Fairgrounds updates have gone into effect, including a flat fee for all camping at the Fairgrounds.
  • The Bilingual Tech position for the Fairgrounds was approved by the BOCC.
  • The parking lot at Stearns Lake has been expanded and improved to be ADA accessible.
  • Soil Health grants have been expended and we are tracking those projects.
  • The Soil Revolution Conference is on Dec. 12 this year at the Jewish Community Center in Boulder.
  • The Integrated Weed Management Plan was given final approval by the BOCC.
  • The Community Sort Yards have closed for the year. 
  • The Real Estate division is working to close the county’s options for purchasing the CEMEX land north of Hwy. 66.
