CEMEX has applied to Boulder County Community Planning & Permitting to extend its Dowe Flats mining permit for 15 years through December 31, 2037. If approved, Boulder County would receive new options for land conservation. Staff will present how CEMEX’s proposal would benefit county open space.

  • Sarah Lorang, 12800 N. Foothills Hwy, Longmont. She is against extending Cemex operations.
  • Ron Stewart, 203 Western Sky Cir., Longmont. He spoke in favor of this deal.
  • Julie Boyle, 224 Welch Dr., Lyons. She is against the extension.
  • Kathleen Sands, 12800 N. Foothills Hwy, Larimer County. She is concerned for her mother's health, who lives in Lyons, if Cemex continues operations.
  • Bart Lorang, 12800 N. Foothills Hwy, Longmont. He has concerns about the deal with Cemex.
  • Gordon Pedrow, 2639 Falcon Dr., Longmont. He supports this deal.
  • Edward Kean, 228 Welch Dr., Lyons. He spoke against the deal.
  • Amanda Dumneigo, Hygiene. She is against the extension.
  • Sheldon Sands, 1960 Collard Lane, Lyons. He would like to see the plant close sooner due to pollution.
  • Jana Mendez, 557 Rider Ridge Dr., Longmont. She is in favor. She thinks this is a good opportunity for additional open space and preventing development on the property.
  • David Kimmett, 9536 Schlagel St., Longmont. He's concerned about the pollution created by Cemex and would like to see alternate energy sources used.

  • Heil opened on June 16. with the upper parking lot closing at 12 daily for potential flood safety, all trails will be open normally from sunrise to sunset. We are getting good compliance and many complements about being glad the southern trails are open.
  • Youth Corps has started: It began this week with   teams rather than our normal 15 due to fewer applications. We had to push it back a week due COVID among drivers. 
  • We closed on one property: Wallace (Debra) property up near Peak to Peak and S. St. Vrain Drive.
  • Hall 2 Andesite Quarry reclamation is in full swing. You may see it if you travel on Highway 7 past Lyons. They are reclaiming the footprint in the floodplain, removing 3-4 feet of road base, and working on removing a berm that restricted the SSV in that area.  Our goal is creek restoration (we already have 30% design) and will eventually do a management plan for the property.
  • Marshall Fire POS Fencing project – FEMA – still estimating at $350,000 to repair – will begin soon.
  • CHP/RCF working on implementing the management plan. Prairie dog relocation on the 40 acre preserve to begin in August.  Trailhead expansion – looking to add more parking to the existing 13 spaces – still have planning and permitting to move this along.
  • July 13 a final Fairgrounds Master Plan – this is the final public meeting on the topic. It will be virtual and check out the link:  https://www.bouldercounty.org/open-space/fairgrounds/fairgrounds-master-plan/
