The meeting was called to order at approximately 1:45 p.m. by Chair Chris Whitney.

MOTION: George Gerstle MOVED that the Boulder County Planning Commission APPROVE the meeting minutes from September 17, 2025.
SECOND: Bobby Umstead

Cayley Byrne, Long Range Planner, presented Text Amendments to the Land Use Code related to Residential Uses. The purpose of the proposed text amendments is to ensure that the Code aligns with federal fair housing laws and state regulations related to group homes, update use classifications, and other changes to the Code necessary to integrate these changes.

MOTION: Chris Whitney MOVED that the Boulder County Planning Commission CONDITIONALLY APPROVE and recommend to the Board of County Commissioners APPROVAL of Docket DC-24-0004: Text Amendments to the Land Use Code related to Residential Uses and certifies the docket for action to the Board of County Commissioners, with the following recommendations:

  • Staff will explore options for maintaining Special Use for the Group Care Home use, both for existing Special Use review approved uses and any future Special Use review approved uses for Group Care Homes.
  • Change the phrase "single Dwelling Unit" to "one Dwelling Unit" in the definition of Household in the Land Use Code.

Jesse Rounds, Code Compliance Manager, presented an informational overview of the Boulder County Code Compliance process.
