The Board of County Commissioners of Boulder County met in Regular Meeting in full conformity with the law and resolution of said Board at the regular place of hybrid meetings, 1325 Pearl Street, Boulder and on Zoom Webinar, on October 24, 2023. 

The meeting was called to order at approximately10:31 a.m. by Chair Claire Levy.

Authorization for the Board of County Commissioners to go into an Executive Session at 3:00 p.m. on Tuesday, October 31 with Susana Lopez-Baker, Housing Authority Executive Director, pursuant to CRS 24-6-402(4)(a) – Real, Personal or Other Property Interest.

The Little Raven property acquisition was approved on July 11, 2023 at a public hearing. Staff is reporting the resolution of a mapping error related to this acquisition.

The property acquisition was approved on November 15, 2022, at a public hearing. The Land Acquisition Program Grant Application from the State Board of the Great Outdoors Colorado Trust Fund (GOCO) was approved by BOCC Resolution 2023-021 on March 14, 2023, and GOCO approved the grant application on June 22, 2023.

Amendment to an Intergovernmental Agreement (IGA) with Mile High Flood District for the Design and Construction of Drainage and Flood Control Improvements for Boulder Creek at 95th Street for a County share of $930,000 (total project amount $1,860,000).

New Contract with Timber Wolf Excavating, LLC for the Minor Structures Replacement of Riverside Drive over Cave Creek Project for an amount of $1,225,711.25.

The purpose of this contract is to provide the YMCA of Northern Colorado funding via the American Rescue Plan Act (ARPA) to make capital improvements to their Mapleton site, to expand infant, toddler, and pre-k licensed childcare in three shifts to accommodate the childcare needs of essential workers.

The Boulder County Jail contracts each year with American Medical Response (AMR) who supplies EMTs to assist our medical staff.  The EMTs are trained and qualified to provide medical screenings, distribute medication, and are available in emergency situations.  Due to rising costs we need to increase our contract for 2024 from $299,999 to $350,000 request approval of this bid waiver.
