The Board of County Commissioners of Boulder County met in Regular Meeting in full conformity with the law and resolution of said Board at the regular place of hybrid meetings, 1325 Pearl Street, Boulder and on Zoom Webinar, on October 14, 2025. 

The meeting was called to order at approximately 9:33 a.m. by Chair Marta Loachamin.

Item No. 3.a was noted for the record by Chair Marta Loachamin.

Resignations from Kurt Aronow and Virginia Gurley who served as members-at-large on the Eldorado Springs Local Improvement District.

The Board of County Commissioners sat as the Boulder County Housing Authority for Items No. 4.a-4.b and then reconvened as the Board of County Commissioners.

The Commissioners’ Office Policy Team is proposing that the Board of County Commissioners consider taking positions on a number of state, regional, and local ballot measures that county voters will be considering during the 2025 election cycle.

The contract titled involves an amendment to extend a contract between Boulder County Human Services and Clinica Campesina / Family Health Services for an additional year. The contract term is from 7/1/2025 to 6/30/2026, with a value of $388,000, funded by State Funding. This is a one-time spend to provide assessment-driven therapeutic services using evidence-based practices to residents referred by BCHS. The amendment includes budgeting details for core services and funds from the Department of Youth Services.

Bid waiver for aerial imaging through Pictometry/EagleView.

This bid waiver request is to continue the original project intent for RFP-083-24, the Cardinal Mill Environmental Remediation Project, by adding a new project task not included in the original scope of work: Discharge Permit Monitoring. The project cost is not to exceed $307,750.00, and the work is scheduled from October 2025 through December 2026.

Amendment 1 to Contract with Oz Architecture extends the contract term to 4/1/2025 - 12/31/2026, with Oz Architecture as the contractor. The contract number is 304136, and the total value is now $1,040,671, reflecting an increase of $33,711 due to changes in the scope of work for the 28th Street Boulder Hub. The contract is funded by the General Fund (Boulder) and categorized as a one-time spend type.

The contract amendment with Rocky Mountain Equality pertains to ARPA Task 41, focusing on equitable access community-based grants. The funding aims to provide mental health services, resource navigation, and case management, along with support groups for mental health, recovery, family support, and workforce/social development. The contract term is from 10/1/22 to 12/15/26, with a value of $522,480 and is classified as a one-time spend, sourced from Federal Funding. The amendment does not add additional funds but extends the duration to utilize remaining funds.
