The Board of County Commissioners of Boulder County met in Regular Meeting in full conformity with the law and resolution of said Board at the regular place of hybrid meetings, 1325 Pearl Street, Boulder and on Zoom Webinar, on August 29, 2023. 

The meeting was called to order at approximately 10:30 a.m. by Chair Claire Levy.

Resolution 2023-073, partially approving Boulder County Community Planning & Permitting Docket SE-22-0011: North Wasatch Farm LLC.

The purpose of this Memorandum of Understanding (MOU) is to provide Community Based Organization (CBO) with a single, lump-sum payment of $52,000 to provide a dual Dx/ID/MH Curriculum to Boulder Behavioral Health providers (providers that are qualified to take Medicaid would have priority) created and taught by Oliver Behavioral Consultants.

The evaluation committee unanimously recommends awarding RFP #7488-23, Comprehensive Wellness Program, to Healthbreak, Inc., with a contract amount not to exceed $547,000.00 for 2024.

The office of the County Administrator is requesting approval of a contract with Keen Independent to complete an analysis of the county’s contracting and procurement activities to determine any disparities existing in the utilization of Minority, Women, and Disadvantaged Business Enterprise.  The contract amount is $398,982. OFS: #303008

New 5-Year Contract with Tendit Striping Colorado for Striping Continuing Services for an amount not to exceed $1,000,000 per year for a 5-year total not to exceed $5,000,000. 

New Contract with Coal Creek Excavation for the Scour Improvements for the 119th Street Bridge over St. Vrain River for an amount of $439,401.88

Resolution 2023-050: Appropriating additional sums of money to defray expenses in excess of amounts budgeted for the County of Boulder, for the calendar year 2022.

The Commissioners’ Office is requesting a budget supplemental in the amount of $4,000,000 to fund the Phase 1 Distribution of residential property payments to eligible households impacted by the Denver Water Gross Dam Expansion Project in unincorporated Boulder County. This program has a full revenue offset due to a Settlement Agreement that was signed in November 2021 between the County of Boulder and the Denver Board of Water Commissions. 


On June 29, 2023, at a public meeting, the Board of County Commissioners authorized spending $4,000,000 of the $5,000,000 fund outlined in Section 2.1 (“Reduce Impacts to Residents”) of the Settlement Agreement. The money was provided to Boulder County by Denver Water for distribution directly to eligible households to help mitigate the air, noise, and lighting/visual impacts of the Gross Dam Expansion Project. Payments range from $2,000 to $29,000 for approximately 400 households eligible for a Phase 1 Distribution payment.


The County Commissioners have given residents until April 30, 2024, to request each household’s eligible payment, so the full $4,000,000 may be spent in the last two quarters of 2023 and the first four months of 2024.
