CALL TO ORDER

The Board of County Commissioners of Boulder County met in Regular Meeting in full conformity with the law and resolution of said Board at the regular place of hybrid meetings, 1325 Pearl Street, Boulder and on Zoom Webinar, on February 6, 2024. 

The meeting was called to order at approximately 9:30 a.m. by Chair Ashley Stolzmann.

INFORMATION TECHNOLOGY DEPARTMENT: Insight Public Sector - Software Services (NTE $15,614,657.55)

Information Technology department is requesting approval of contract with Insight Public Sector for multiple software services. This is a $15,614,657.55 contract at $3,000,000.00 per year. Bid waiver approved.  OFS# 302706

SHERIFF'S OFFICE: 2024 Braeburn Inc Bid Waiver (NTE $600,000)

The Sheriff's Office is requesting a bid waiver for the contract with Braeburn Inc.  Braeburn is able to supply specialized opioid medication to the Jail.  Braeburn is the only supplier of this medication and offers the best price.  Due to the amount we are requesting approval by the county commissioners is required.  The cost will be covered by grant funds through the Jail Based Behavioral Services grant we receive each year.

SHERIFF'S OFFICE: 2024 Town of Superior IGA for Law Enforcement Coverage

The Boulder County Sheriff's Office is updating the IGA with the Town of Superior for law enforcement coverage.  This IGA describes the personnel, office space, and equipment needed as well as submission of budget and payment requirements.

COMMUNITY SERVICES - Amendment to Intergovernmental Agreement with 20th Judicial District, Probation Department ($352,260)

Amending Intergovernmental Agreement with 20^th Judicial District, Probation Department to add $352,260 for 2024. Amendment is for Integrated Treatment Court Program in the 20th Judicial District ("ITC Program" or "the Program"), namely the Adult ITC and the Family Dependency ITC. The mission of the ITC program is to integrate substance abuse treatment, mental health treatment, intensive supervision, and substantial judicial oversight to promote public safety and individual responsibility, to reduce crime, and to improve the quality of life for participants and their families.

COMMISSIONERS' OFFICE: Ratification of Commissioner Stolzmann's Signature for Insight Global American Rescue Plan Act Administration Contract Amendment (NTE $550,000)

Ratification of Commissioner Stolzmann's Signature for three-year contract amendment with Insight Global for the American Rescue Plan Act Administration.  This contract covers funds for the Grant Accountant and Communication Specialist through 2026 and is a not to exceed amount of $550,000.

6.b

HUMAN RESOURCES - New Term Position for Community Services

Robin Bohannan, Community Services Director, is requesting a term 1.0 FTE Homeless Services Coordination Specialist - Program Specialist II (PS2) with a term date of December 25, 2026.

Homeless Solutions for Boulder County (HSBC) was awarded a 3-year State ARPA grant from the Department of Local Affairs, Division of Housing in October 2023 for a total of $1,001,800. As a part of this award a Homeless Services Coordination Specialist position was requested in recognition of increasing work for the current HSBC Project Manager. Specifically, the Manager has taken on additional leadership responsibilities on behalf of the County in a variety of new areas that were not originally part of their job description. The budget for the position is $182,092 for salaries plus fringe at 37% for a total $249,466. Dollars are also budgeted for a computer and phone, so there are no direct costs to the County.

Human Resources has approved the classification. Bridgette McCarthy, Grant Supervisor with OFM, has verified the grant funding. Commissioners' approval is needed.

HUMAN RESOURCES - Two New Term Positions for Community Services - Co-Responders

Robin Bohannan, Community Services Director, is requesting two 1.0 FTE term Co-Responders - Human Services Caseworker C (SL4) with a term date of December 25, 2027.

The Boulder County Co-Responder Project operates as centrally administered program with Co-Responders assigned to and paid for by local municipalities. Currently, this model is serving the Towns of Erie and Nederland, and the Cities of Lafayette and Superior. This is an efficient way to manage the project since funding for staff comes to the County via Intergovernmental Agreements and the County, through various grants and general County funds, is able to provide staff needed to conduct program oversight and supervision.

In late 2023, Project leadership staff met with the new Louisville Chief of Police in response to his interest in possibly joining the County’s Co-Responder Project in a manner similar to other municipalities. In December of 2024, the Louisville City Council approved funds to be used to support the County in hiring two Co-Responders that would be dedicated to working with Louisville law enforcement. The draft IGA, attached, would fund these positions for four years, assuming satisfactory performance and available funding. Funding provided by Louisville ($227,087 – See Exhibit A) will cover the full costs of salaries and benefits, as well as operating expenses including cell phones and computers. As a result, these positions will not require any additional funding from the County. Note that the IGA is currently being reviewed by Louisville. Should for any reason the IGA not be approved, we will withdraw this request.
