All commissioners’ public hearings and meetings will now be offered in a hybrid format where attendees can join through Zoom or in-person at the Boulder County Courthouse, 3rd Floor, 1325 Pearl Street, Boulder. BCHA is applying for this grant to request funds for 25 Foster Youth to Independence Initiative (FYI) housing choice vouchers to be provided to eligible transition age youth in Boulder County.

IGA with City and County of Broomfield and other municipalities to fund a grant project to design five intersections on CO 7, including one in Boulder County.  Boulder County is providing local match funds to Broomfield for this project.

Amendment to add Community Planning & Permitting as a department to existing Public Works contract.

Boulder County Department of Human Services (BCDHS) is requesting a waiver of bid requirements to contract with A&I Avenues, a provider who serves Boulder County’s Intellectual and Developmental Disability (IDD), Autism, and Brain Injury population with its Case Management Agency.


The budget for the work from July 1, 2024, to December 31, 2024, shall not exceed $1,511,473 and shall be covered by IDD mill levy funds.


A&I Avenues is the new sole source provider of the regional “single entry point” as identified by the State of Colorado for Case Management in accordance with Case Management Redesign. Per State guidelines, A&I Avenues includes IDD, Autism, and Brain Injury client population. A&I Avenues is the only source in Boulder County for individuals with disabilities to access case management and long-term services and supports (LTSS) through one of ten Home and Community-Based Service waivers (HCBS).


The use of IDD mill levy funds continues to be guided by the community-wide IDD Needs Assessment completed in 2019. The services provided by A&I Avenues will specifically address intake, eligibility determination, service plan development, arrangement of services, delivery of services, service and support coordination, monitoring, any safeguards necessary to prevent conflict of interest between case management and direct service provision, termination, and discharge from services conjointly with priorities identified in the 2019 Boulder County IDD Needs Assessment such as Case Management and Ongoing Monitoring and Evaluation.

The Information Technology department is requesting approval of a contract amendment with Insight Global LLC, providing staff augmentation.  Highest Annual Amount $500,000, total Not-To-Exceed $1,970,000.

Boulder County holds a right of first refusal to acquire the 80-acre Carlson 2 property located at 11120 Vermillion Road north of Longmont, along with a 50% undivided interest in two shares of Highland Ditch Company irrigation water. The property and water rights are subject to a county-held conservation easement. The Carlson family has found a buyer who has offered to pay $1,600,000 for the property and water rights. Staff recommends exercising the county’s right of first refusal to buy this property because it is important agricultural land in an area where the county owns other agricultural land. Owning this land would allow the county to put a center pivot on the property and increase efficient use of the county’s water resources.

The Elk Tracks property was acquired at a closing on May 30, 2024. The Notice of Property Restrictions is signed and recorded after the acquisition, to give the public notice that open space sales and use taxes were used to acquire the property.

The City of Longmont has had an access easement over Hall Ranch to reach its Button Rock Preserve since 1966. Construction of the Antelope Trail by the county in 2002 and the 2013 Flood rendered a portion of the access easement inaccessible by typical vehicles. Boulder County and the City of Longmont wish to relocate a portion of the easement to give Longmont practical access to the city’s Button Rock Preserve. Staff supports this request.

The Loveland property was acquired at a closing on June 3, 2024. The Notice of Property Restrictions is signed and recorded after the acquisition, to give the public notice that open space sales and use taxes were used to acquire the property.

Boulder County Department of Human Services (BCHS) is requesting a waiver of bid requirements to contract for out-of-home placement services with 40 facilities for BCHS Family and Children Services clients from July 1, 2024 to June 30, 2025.

The District Attorney's Office (DAO) is requesting an on-going increase of $392,674.42 for salary, benefits, and training ($1,000 each) for 7.0 full time equivalents (FTE). The DAO is also requesting a one-time increase of $14,000 for equipment and supply costs for each FTE request (7 FTE x $2,000). $385,674.42 is the pro-rated 2024 amount for 5 months, as the DAO plans to hire these FTEs in August 2024. The forecasted total for 2025 for the seven FTEs, plus $1,000 each for training, equals $973,041.72.


The District Attorney's Office is respectfully requesting additional permanent positions in 2024. The need for these positions is due to the high jail population, the addition of a new District Court Division Courtroom, as well as the Competency Court and Jail Court Courtrooms, and our commitment to providing equitable services to all community members. 


The jail population is at an all-time high, and caseloads continue to increase. These positions would help speed up cases to move through the criminal justice system, as well as significantly lower the jail population. The DAO is seeking additional positions to include: two Deputy District Attorneys, a Process Server, a Legal Assistant, a Senior Investigator, a Computer Forensic Analyst (joint request with the Sheriff's Office) and Translator.

The Board of County Commissioners is issuing a proclamation recognizing June 19, 2024, as Juneteenth Independence Day, marking it as a county holiday. The proclamation commemorates the historical significance of Juneteenth, the day in 1865 when enslaved African Americans in Galveston, Texas, were informed of their freedom, two and a half years after the Emancipation Proclamation. The Commissioners encourage all residents to join in the nationwide celebration, raising awareness of this pivotal event in African American history and its impact on the nation's heritage. The county will fly the Juneteenth Flag to honor this occasion and promote understanding and solidarity.

Boulder County proposes to acquire fee title to 5.16 acres owned by Deloras and Larry Fifer, with any associated water rights, for $25,000. The property has an address of 8111 Lefthand Canyon Drive, Boulder, Colorado and is located near the intersection of Lefthand Canyon Drive and County Road 83J. Staff supports this acquisition.

Limited Impact Special Use to permit grading in excess of 500 cubic yards to construct a 1,469 cubic yard wood chip berm for management of the prairie dog population that would mitigate their expansion from unirrigated agricultural land to adjacent irrigated agricultural land on an approximately 174-acre parcel that is owned and leased by the City of Boulder. The application is submitted by City of Boulder, c/o Nuria Rivera-Vandermyde and Lauren Kolb (applicants). The subject property is in the Agricultural (A) zoning district at 9002 Valmont Road, parcel number 146520000010, located approximately 0.6 miles west of the intersection of North 95th Street and Valmont Road, Section 20, Township 1N, Range 69W.
