This grant funding will support the Healthy Youth Alliance (HYA), at $375,000 from 2024-2029, in an iterative planning and implementation process intended to build local capacity in BOCO to prevent substance misuse through delivering Evidence-based programs (EPBs) and support the community into integrating evidence-based practices and policies in their service delivery models. Through this work, HYA will use a data-driven and community-engagement approach to identify underserved populations and aim to increase prevention services for those populations in a culturally sensitive way.

Boulder County will hire a consultant to perform a review of county, municipal, and town land use development codes, permitting, and zoning and research innovative or best practices for fast tracking of approval of affordable housing projects. This role will also create a database and dashboard for collecting, compiling, and sharing affordable housing data to track existing and new affordable housing for all jurisdictions within the county, including those that have an approved Prop 123 commitment letter.

Carey Weinheimer, Boulder County Undersheriff, is requesting a new 1.0 FTE Animal Control Officer (AC1). This position will help provide animal control services for the Towns of Nederland, Lyons and Superior.   Emily Beam, Budget Officer with OFM, has verified the amended IGA. Human Resources has approved the classification. Commissioners' approval is needed.

The Sheriff's Office is requesting an on-going increase of $84,178 for a 1.0 Full-Time Equivalent (FTE) - Animal Control Officer position. 


The Sheriff's Office has an Intergovernmental Agreement (IGA) with the Town of Nederland: this IGA was amended at the Town's request to add animal control services.


The Town of Nederland has agreed to pay a portion of the FTE for this position, the remaining costs being covered by existing revenues from the Towns of Lyons and Superior.

Boulder County proposes to acquire fee title to 101 acres owned by Everett T. Randleman, with associated water rights, for $2,975,000. The property has an address of 6969 Ute Road and is located about ½ mile west of the intersection of 75th Avenue & Highway 66 on the north side of the highway. Staff supports this acquisition.
