The federal government, through U.S. Treasury, has awarded Coronavirus State and Local 
Fiscal Recovery Funds (“SLFRF”) under the American Rescue Plan Act (ARPA) to local governments, including Boulder County. The County desires to sub-award some of these funds to Boulder County Public Health for the services and projects listed. 

Recommendation to remove John Holste and appoint Brendan McGuinness as the Marijuana Licensing Co-Authority. Recommendation to appoint Brendan McGuinness as the Secure Transportation Licensing Co-Authority.

Community Services provides programming for low-income and the Black, Indigenous, People of Color (BIPOC) community that is interested in building an asset, leadership, and or civic engagement via a Community Service Block Grant (CSBG). 

Funding from the Fines Committee was sought in 2022 to expand capacity for the 20th judicial district to serve an additional 60-90 participants found ITP through the judicial process. The addition of two BRIDGES court liaisons, added to the one Liaison funded by the State BRIDGES program, has allowed us to increase capacity to meet the needs of the entire ITP population in the 20th judicial District, estimated at 145 at any given time. Additionally, funding supports treatment services, nueropsych exams, and other client supplies. In this funding cycle we are requesting funding for a vehicle for the three liaisons to transport clients to services and break transportation and access barriers for the clients we serve.

Workforce Boulder County is partnering with Saint Vrain Valley School District (SVVSD) by supporting graduates to provide career coaching and job search through Opportunity Now. 

The Agency will use the funds to support the construction of the 400 permanently affordable housing units at Willoughby Corner in Lafayette. The Agency will use remaining funds, if any, to construct or rehabilitate affordable housing developments in Boulder County.

The Boulder County Coroner’s Office (BCCO) is the recipient of a Bureau of Justice Assistance Grant award titled Strengthening the Medical Examiner-Coroner. This grant will fund the Coroner's Office's efforts to become a National Association of Medical Examiners accredited organization. The funding period is 10/1/2023-9/30/2026. Accreditation is part of their ongoing commitment to providing the very best in public service.

The Coalton Open Space Trail Redesign and Construction Project is supported by a Memorandum of Understanding between Boulder County, the City of Boulder, and The Trust for Public Land in the amount not to exceed $703,590.30. OFS# 303028BID# 7489-23

The evaluation committee recommends awarding BID #7496-23, Minor Structure Replacement of Riverside Drive Over Cave Creek, to Timber Wolf Excavating, LLC, dba TWX, with a contract amount of $1,225,711.25.

The Metro Football District Advisory Committee funding recommendations for youth activity programs in the amount of $309,220 which is the amount Boulder County received as part of the sale of the Denver Broncos.

Community Planning & Permitting Department Docket Z-23-0002: Lyons Area Zoning Map Amendment Temporary Moratorium; The Boulder County Commissioners have adopted a six-month moratorium on processing applications for development in higher intensity (Commercial, Business, Transitional, and General Industrial) zone districts within a three-mile radius of the Town of Lyons in unincorporated Boulder County. The moratorium will allow the county to determine if the existing county zoning map and regulations meet the needs of Boulder County and the Lyons community.

County Attorney's Office: Second Reading of Ordinance 2023-1 Amending and Reenacting Rules and Regulations re Open Fire Bans and Open Burning Requirements


An ordinance authorizing open fire bans during conditions of high fire danger, banning rubbish burning, and enacting open burning permit requirements and notice requirements for agricultural burning.
